Just thought I wanted to elaborate on my last post, about my thoughts on the subject. (Will I survive? I already made a few jokes today on how my display picture may be lethal, as we don't have a constitution supporting our freedoms anymore.)
My current display name in MSN messenger pretty much summarizes the points: "We aren't taking a great step backwards; we just never learnt to progress."
One interesting point is how so many of the people agree with and welcome the coup. The reason's pretty simple, actually: the people are fed up with Thaksin.
More fed up than with military interferance in politics, which we thought ended in Bloody May fourteen years ago.
This too clearly reflects upon Thais' habits of not caring about the process, as long as things turn out the way they like. (Compare this to the war on drugs.) Whether this qualifies as an Aesop Frogs-Who-Desired-a-King story, I don't know.
Actually, that we haven't heard voices of opposition may simply be because people still love their lives. But try and take a perspective from current events...
To make proper "Democratic Reforms", the old had to be abolished. Let's reset, and back to the drawing board...
As for the processes we struggled through, from drafting article 211, to electing the Constitution Committee, to creating all those institutions, the hell with it.
If you ask me, well yes, it seems a pity, seeing as we spent fifteen years on them, but in actuality we aren't stepping any much backwards.
If we were, why would people be cheering for the military right now?
It clearly shows how the last fifteen years of reforms haven't taken us anywhere; we're still here with the same old views on the same old events.
Nowhere out of the vicious cycle.
Ever since we changed the name of our government to "democracy" 74 years ago, we've never had any real sense of democracy.
Since democracy isn't gathering to protest against a tyrant, or marking an X on a piece of paper (money received or not).
There has to be the people's understanding and sense of duty, to exercise the rule with is theirs.
Tough, indeed.
And it won't be anyday soon.
We thought we had the perfect people's constitution, but what so far? All the balances and checks so carefully designed undermined. Broken. Why?
Not because of a corrupt leader
Because of the people's ignorance.
If we started anew today, or even if yesterday's events hadn't happened, democratic reform will never make any progress without educating the people.
Don't forget, democracy is rule of the people, by the people, for the people. As long as the people remain stupid, so does the rule, and the nation can never develop.
And as I said to a friend today, if you think we haven't had democracy in the recent past, what could possibly make you believe we will tomorrow, the day after, next year, or in a decade?
To hope wouldn't be enough.
But that's still all we can do today.

สิ่งหนึ่งที่น่าสนใจก็คือการที่เห็นว่าประชาชนจำนวนมากเห็นด้วย และแสดงความยินดีกับการทำรัฐประหาร ก็คงไม่มีเหตุผลอะไรนอกจากว่าทุกคนต่างเอือมระอากับนายกฯ ทักษิณเต็มทีแล้ว
เอือมระอามากกว่าการแทรกแซงการเมืองโดยทางทหาร ที่สิบสี่ปีที่ผ่านมาเราต่างก็เชื่อกันว่าเป็นประวัติศาสตร์หน้าเก่าที่จบลงที่เหตุการณ์พฤษภาทมิฬเสียอีก
ยังไงก็ยังสะท้อนนิสัยคนไทยที่ไม่ได้สนใจว่าขั้นตอนที่ได้มาจะเป็นอย่างไร ขอให้ได้อย่างที่ต้องการก็พอ (ลองเทียบกับสงครามยาเสพติดนะครับ) ซึ่งมันเข้าสถานการณ์กบเลือกนายหรือเปล่า ผมก็ไม่ทราบ
อันที่จริงการที่ไม่ได้ยินเสียงคนต่อต้านเท่าไรอาจจะเป็นเพราะยังรักชีวิตกันอยู่ก็ได้ แต่ลองมองดู จากสิ่งที่เกิดขึ้นแล้วตอนนี้...
จะ "ปฏิรูปการปกครองระบอบประชาธิปไตย" เสียใหม่ให้ได้ผล ก็เลยต้องทำลายทิ้งซะ เหมือน reset แล้วเริ่มนับหนึ่งใหม่กันอีกรอบ...
ส่วนกระบวนการที่พยายามตรากตรำกันมาตั้งนาน ตั้งแต่ร่างมาตรา 211 เลือก สสร. ร่างรัฐธรรมนูญ ตั้งองค์กรอิสระอีกมากมาย ก็โยนทิ้งไป
จริง ๆ แล้ว ถ้าถามผม ผมก็ว่ามันก็ดูน่าเสียดายอยู่ ใช้เวลาอยู่ตั้งสิบห้าปี แต่จริง ๆ แล้ว เราก็ไม่ได้ก้าวถอยหลังอะไรกันนักหรอกครับ
ถ้าถอยหลังจริง แล้วคนจะโห่ร้องแสดงความยินดีกับกองกำลังทหารอยู่ได้อย่างไร
มันสะท้อนให้เห็นอย่างชัดเจนครับ ว่ากระบวนการปฏิรูปสิบห้าปีที่ผ่านมา ไม่ได้พาเรามาถึงไหนเลย หากแต่เราก็ยังมีทัศนคติเดิม ๆ กับเหตุการณ์เดิม ๆ ที่เกิดขึ้น
ยังไม่ออกจากอุปาทวจักร
ตั้งแต่เปลี่ยนชื่อการปกครองเป็นแบบ "ประชาธิปไตย" มา 74 ปี เรายังไม่เคยมี sense ของความเป็นประชาธิปไตยจริง ๆ เลย
ก็ประชาธิปไตยมันไม่ใช่แค่การชุมนุมเพื่อขับไล่ทรราช หรือออกจากบ้านมากากบาทลงกระดาษแล้วใส่กล่อง (จะรับเงินหรือไม่ก็สุดแท้แต่)
แต่จำเป็นต้องมีความเข้าใจและความสำนึกในหน้าที่ ของประชาชนทุกคน ในการใช้อธิปไตยที่เป็นของตน
ยากครับ
อีกนาน
เรานึกว่าเรามีรัฐธรรมนูญฉบับประชาชนที่สุดแสนจะเลิศเลอเพอร์เฟ็คท์ แต่ที่ผ่านมาเป็นยังไงครับ balances and checks ทั้งหลายที่ออกแบบมาอย่างดีพังทลายหมด เพราะอะไรครับ
ไม่ใช่เพราะผู้นำทุจริต
แต่เพราะประชาชนไม่เข้าใจ
ไม่ว่าเราจะนับหนึ่งใหม่กันวันนี้ หรือถึงแม้เหตุการณ์เมื่อวานจะไม่ได้เกิดขึ้นก็ตามที การปฏิรูปการปกครองระบอบประชาธิปไตยก็ยังไม่มีวันก้าวหน้าครับ ถ้ายังไม่สามารถส่งเสริมความรู้ความเข้าใจและสำนึกของประชาชนได้
อย่าลืมนะครับ ประชาธิปไตยเป็นการปกครองของประชาชน โดยประชาชน เพื่อประชาชน ตราบใดที่ประชาชนยังโง่อยู่ การปกครองก็โง่ตาม ประเทศชาติก็ไม่อาจพัฒนาได้
และอย่างที่ผมคุยกับเพื่อนวันนี้ ถ้าคิดว่าที่ผ่านมาเรายังไม่มีประชาธิปไตย แล้วคิดหรือว่าพรุ่งนี้ มะรืนนี้ ปีหน้า หรืออีกสิบปี เราจะมี?
ช่วยกันหวัง คงจะไม่พอครับ
แต่ตอนนี้ ก็ยังคงทำได้แค่นั้น
